Shin Bet chief Yoram Cohen comments on the prisoner exchange deal: “Neither Israel nor Hamas surrendered. The risk we are taking is on a level and a security challenge we will be able to deal with. There are 20,000 Izz al-Din al-Qassam fighters in Gaza, and another 200 terrorists won’t make the world crash down upon us… We can’t guarantee that the released prisoners won’t issue terror attacks, but this is the best deal we could ever get.” Most Palestinian prisoners are in administrative detention, so it’s certainly true that Israel did not “surrender.”

Also notice Cohen’s typical psychological defense mechanism: the officers in Israel gets fat off non-stop militarization. The best way to guarantee non-stop militarization, the plush contracts for ex-military officers in Israel, and the three billion dollars in American aid that keeps the whole system thrumming healthily along is to convince yourself that you need a “guarantee” that violence will stop. A guarantee that will never come. Incidentally it is Hamas and not Israel that has surrendered: as As’ad AbuKhalil points out, the terms are miserable, and many of the “released” prisoners, released from the closed-air Israeli prisons in Israel proper into the open-air Israeli prisons in Gaza and the West Bank, will have to check in periodically with their captors
